AAS Alumna Samchhay Lynna Strengthening Cambodia’s Rule of Law

On the International Day of Women Judges, 10 March 2026, Australia Awards Cambodia celebrates Judge Samchhay Lynna, an Australia Awards Scholarships alumna whose commitment to evidence-based, impartial justice is helping strengthen the rule of law in Cambodia. Lynna graduated with a Master of Criminology from the University of Melbourne in 2025.

 

Lynna currently serves as a Judge in a Court of First Instance in a Cambodian province. In this role, she presides over legal proceedings with a central focus on legal research, impartial adjudication, and the integrity of the judicial process. Her daily work balances between legal precision with human empathy, ensuring that cases are decided on merit and law while safeguarding the dignity of those who come before the court.

 

Lynna sees the judiciary as a cornerstone of peaceful, prosperous societies. By delivering transparent, equitable justice, she explains, courts build public trust and support long term social harmony and development. Her Australian education broadened her perspective on criminal justice and equipped her with international best practices that she now applies at home, promoting a more holistic, evidence based approach to judicial procedure.

 

“Justice is most effective when it reflects the diversity of the people it serves,” said Lynna.

“The full and equal participation of women in the judiciary is not merely a matter of equality, but a necessity for a more inclusive and compassionate legal system. To the women aspiring to enter the legal profession, your perspective and your dedication are vital. We are not only presiding from the bench, but we are also rewriting the narrative of what is possible for women in leadership,” added Lynna.
